स्वतन्त्र मधेश गठबन्धनले प्रहरी दमनबारे एमनेष्टीलाई बुझाए ज्ञापनपत्र

राजविराज, १५ मंसिर । गत मंसीर १० गते स्वतन्त्र मधेश गठबन्धनद्वारा ’रंगभेदी विरोध दिवस’ मनाउने क्रममा गरिएको प्रहरी दमनबारे एमनेष्टी ईन्टरनेशनललाई बुधवार ज्ञापनपत्र बुझाईएको छ । गठबन्धनका प्रवक्ता अब्दुल खान, हरपाल सिंह, राम मनोहर यादव र ईरफान शेखले आफूहरुलाई प्रहरीले दमन र यातनाबारे ज्ञापनपत्र बुझएका हुन् । यसैगरी बाँके जिल्लामा भएको प्रहरी दमनको विषयमा बयान समेत लेखाएका छन् ।
रङ्गभेदी दिवस मनाउने दिन मधेशका जिल्लाहरुमा २०० भन्दा बढी गिरफ्तारी र दमनको विषयमा बताए । बाँके प्रहरीको हिरासतमा त्यहाँका एसपी टेक बहादुर राईको निर्देशनमा नाम थाहा नभएको प्रहरी हवल्दार र प्रायः लागु औषध मुद्दामा थुनामा रहेका अन्य थुनुवाहरु लगाएर बाँसको लठ्ठी र प्लास्टिकको पाइपले सयकडौं पटक हिर्काएर चरमयातना भोगेका गठबन्धनका प्रवक्ता अब्दुल खान, हरपाल सिंह, इरफान शेख र राम मनोहर यादव घाइते भएका थिए ।

Subject: Four Free Madhesh activists, including spokesperson of AIM, severely tortured in custody by Nepalgunj Police hospitalised in serious condition, being airlifted to Kathmandu;
More than two hundred ‘Free Madhesh’ activists arrested; five dozen injured on 25th November
Dear Sir or Madam,
On November 25th Friday, Nepal Police arrested more than 200 supporters of the Alliance for Independent Madhesh (AIM) led by Dr. C. K. Raut from various Madhesh/Terai districts, while they were demonstrating to mark the Sundhara Racial Arrest of 25th and 26th November, 2014. The police arrested around 73 activists from Janakpur including Dr. Raut, 55 from Nepalganj, 50 from Rauthat, 13 from Birgunj, 19 from Parasi, 11 from Biratnagar, 70 from Rupandehi, 7 from Kapilvastu and 7 from Jhapa district according to the report received so far. The police used excessive force in Janakpur, Rupandehi and Nepalginj, injuring about six dozens.
The peaceful protestors held placards written ‘End Racism’, ‘End Nepali Colonisation’, ‘Stop Genocide’, ‘Referendum for Free Madhesh’, ‘Free Dr CK Raut’ etc.
The police released all of them later in the evening by 10:00PM on the same day, except in Rupandehi and Banke. In Rupandehi, the arrested supporters were released only on Saturday evening. Some of them were tortured by police, sustaining eardrums and other injuries. Similarly, the police severely tortured detainees in custody in Nepalgunj. They have been released on Sunday evening, keeping them in detention for more than 48 hours. Four of them Abdul Kahn, spokesperson of AIM, Harpal Singh, Irfan Shekh and Ram Manohar Yadav received around 300-500 lashes by bamboo sticks and polythene pipes. They are hospitalised in Bheri Hospital Banke and their condition is serious. They are being airlifted to Kathmandu for further treatment. It should be noted that they are already facing sedition charges and have been frequently arrested, jailed and tortured in the past, by the same Superintendent of Police (SP) Tek Prasad Rai of the Banke District Police Office.
The Alliance had decided to commemorate Mansir 10th (November 25th as ‘the Racial Arrest Day’, through peaceful placard demonstrations, to mark the arrest of more than 300 Madheshis two year ago on the same day, from the Sundhara area of Kathmandu, when the Nepal Police had arrested them just by looking at the colour of their skin (See, Amnesty International Appeal [1], Asian Human Rights Commission Report [2]).
Alliance for Independent Madhesh (AIM) is a coalition of Madheshi people, activists, political parties and various social organisations working for the independence of Madhesh, through non-violent and peaceful means following the principles of Buddha, Gandhi and Mandela. The alliance advocates an end to Nepali colonisation, racism, slavery and discrimination imposed on the Madheshis. It stands for three pillars: (a) Independent Madhesh (b) Democratic System, and (c) Peaceful and Non-violent Means.
Acknowledging that the rights to freedom of speech, movement, peaceful assembly and association are the fundamental rights of all human beings everywhere, as also mandated by the United Nations Universal Declaration of Human Rights (UDHR) and International Covenant on Civil and Political Rights (ICCPR), of which Nepal is a signatory, we expect acknowledgement and assurance of the rights to freedom of expression, movement and peaceful assembly from the state and its agencies. We hereby appeal to all human rights bodies, journalists and international communities to oppose any infringement on fundamental human rights by the Government of Nepal and its agencies, to secure immediate and unconditional release of the detainees, and to ensure fundamental human rights and freedom of expression for all.
